Glenn A. Tapia

  Glenn Tapia is Director of the Office of Community Corrections (OCC). Glenn is responsible for management of the internal OCC functions and supervision of staff. Glenn is also responsible for management of the community corrections appropriations and statewide community corrections policy. Glenn collaborates regularly with community corrections providers, boards, referral agencies, and stakeholders in order to facilitate strategic direction for community corrections statewide in the interests of public safety, effective programming, risk reduction, recidivism reduction and cost efficiency for the State of Colorado. Glenn has been employed with the State of Colorado Division of Criminal Justice since 1999. Prior to his experience with the DCJ, Glenn worked in various fields of criminal and juvenile justice in local and state government positions. Glenn began his criminal justice experience in 1989 as a staff member of a community corrections facility in Adams County. Glenn has been an adjunct professor of Criminal Justice/Criminology at the University of Colorado at Colorado Springs, the Metropolitan State University of Denver, and the Arapahoe Community College. Glenn is a graduate of the University of Colorado at Denver Graduate School of Public Affairs (GSPA) with a Masters Degree in Public Administration with an emphasis in Criminal Justice. Glenn also has a Bachelor of Arts Degree in Criminal Justice from Metropolitan State University of Denver.

Arlene Duran is the Financial Officer for the Division of Criminal Justice, Office of Community Corrections. Arlene is responsible for collaborating with twenty- two judicial districts across the state to ensure contracts are in effect, maintaining the statewide management system, processing all payments for services and tracking the annual budget. Arlene has been with the State of Colorado for 24 years, beginning with her career at Red Rocks Community College as a Program Assistant with the Physicians Assistant program and then transferred to the Division of Criminal Justice in 2007.

Chrystal Owin is the Interagency Criminal Justice Specialist with the Division of Criminal Justice, Office of Community Corrections, and is responsible for collaborating with other state correctional and criminal justice agencies in order to deliver effective assessment training, provide research and evaluation, and help to implement, train, measure and coach fidelity of evidenced based practices in community corrections programs throughout Colorado. Chrystal began her career in community corrections in 1994 and has held various positions prior to joining the Division of Criminal Justice. She has a Bachelor of Arts in Social Work from Colorado State University.

Courtney Kramer is an Implementation and Fidelity Specialist with the Division of Criminal Justice, Office of Community Corrections, working primarily with the Behavioral Shaping Model and Reinforcement Tool (BSMART) and the Progression Matrix. Courtney works on a secondary basis with the Standardized Offender Assessment-Revised. Courtney works with community corrections programs on implementing evidenced-based practices to fidelity through training, coaching, fidelity measurements, and other forms of technical assistance. Courtney is a Licensed Professional Counselor and a Licensed Addiction Counselor with a Master of Arts in Clinical Counseling through the University of Northern Colorado. Courtney previously worked as a clinician in community corrections and in an inpatient psychiatric setting.

Cynthia Lockwood is a Residential Program Auditor and Quality Assurance Specialist for the Division of Criminal Justice, Office of Community Corrections. She is responsible for auditing community corrections programs and providing technical assistance. Cynthia began her career in Community Corrections in  January of 2007. She has held positions which include Employment Specialist, Case Management, Quality Assurance Specialist, and Program Director. Cynthia received her Bachelor of Science degree in Human Services: Counseling and Mental Services from Metropolitan State University of Denver. She is also a Certified Addiction Counselor


Jennifer Kaufman is a Program Evaluator and Fidelity Specialist for the Division of Criminal Justice, Office of Community Corrections. She is responsible for providing technical assistance and the evaluation of programs, including a Cognitive Behavioral Treatment pilot program and the Program Assessment for Correctional Excellence (PACE).  Jennifer began her career in Community Corrections in 2007 and has held various positions prior to joining the Division of Criminal Justice. Jennifer is a graduate of University of Colorado, with a Bachelor of Arts degree in Psychology.


Jim Pyle is a  Non-Residential Program Auditor and PREA Coordinator for the Division of Criminal Justice, Office of Community Corrections. He is responsible  for conducting performance audits of community corrections programs and providing technical assistance to community corrections agencies.  Jim's background includes work in human services; mental health; law enforcement; offense specific treatment and community supervision of sex offenders; and private practice with high risk youth and families.  Jim is a Licensed Clinical Social Worker and worked with the Sex Offender Management unit at the Division of Criminal Justice prior to his auditing role with the Office of Community Corrections.

Mindy Miklos

Kerry Krause is a Program Evaluator and Fidelity Specialist with the Division of Criminal Justice, Office of Community Corrections. She serves as a primary member of the PACE team, which is responsible for assessing and evaluating program implementation of Evidence-Based Practices (EBP) within community corrections. Kerry specifically works with community corrections programs to provide various forms of technical assistance through training, coaching, and fidelity measurement. She has a Bachelor of Arts in Psychology, with an emphasis in Human Services, from Metropolitan State University of Denver. Kerry began her career working in the field of community corrections in 2010, where she held various positions prior to joining the DCJ.


Mindy Miklos is responsible for the Specialized Offender Services Fund application and reimbursement process, Child Support Enforcement Reporting, and is a contact for DNA questions. Mindy is a member of the DCJ Community Corrections audit team. Mindy has been with the DCJ since 1987 when she worked with the Parole Guidelines Commission and the DCJ Research office. Mindy staffed the early Criminal Justice Commission before moving to the Community Corrections unit in 1992.  Mindy is currently a part-time staff person and typically works Tuesday and Wednesday unless she is in the field with the audit team.

Shawna Nichols is a Residential Program Auditor and Quality Assurance Specialist for the Division of Criminal Justice, Office of Community Corrections. She is responsible for auditing community corrections programs and providing technical assistance. Shawna began her career in Community Corrections in 2011. She has held positions including Correctional Technician and Case Management, working with both men and women offender populations, prior to joining the Division of Criminal Justice. Shawna is a graduate of  Metropolitan State University of Denver, with a Bachelor of Science degree in Criminal Justice and Criminology.

Tahnee Santambrogio is a Specialized Program Auditor and  Quality Assurance  Specialist with the Division of Criminal Justice, Office of Community Corrections. She is responsible for auditing specialized community corrections programs and providing technical assistance. She has worked within corrections as a detentions classification counselor since 2007 prior to joining DCJ.  Tahnee is a graduate of Metropolitan State College of Denver with a Bachelor of Arts in Psychology and Regis University with a Master of Science in Criminology.

Valarie Schamper is the Quality Assurance and Evaluation Supervisor within the Division of Criminal Justice, Office of Community Corrections. Valarie is responsible for the supervision of staff on both the audit team as well as the evidence-based practices evaluation team.  Her primary duties involve ensuring that these two teams work effectively and in tandem to provide quality assurance oversight of and related technical assistance to Community Corrections providers statewide. Much of this work also requires extensive collaboration with community corrections stakeholders including providers, boards and referral agencies in order to improve and increase the use of evidence-based practices which lead to reduced risk and recidivism. Valarie has been employed with the Division of Criminal Justice since 2006 and before that worked with the Colorado Office of the State Auditor. Valarie is a graduate of Castleton State University and has a Masters Degree in Forensic Psychology with a focus on research and evaluation. Valarie also has a Bachelor of Arts Degree in Psychology and Sociology from the University of Colorado, Boulder.


Wendy Bacchi is the CCIB Data Specialist for the Office of Community Corrections. Wendy is responsible for performing backgrounds checks on Community Corrections employees, verifying, reporting, and quality control of the data in the Community Corrections database, and generating the annual Community Corrections report. Wendy is also the Community Corrections staff person for the Governor’s Community Corrections Advisory Council.  Wendy has been with the State of Colorado for 19 years, beginning her career at the Colorado Bureau of Investigation as a Data Specialist/Fingerprint Examiner in 1995 and then transferring to the Division of Criminal Justice in 2014.
